Mwanza Urban Water Supply and Sanitation Authority (MWAUWASA) is one of the competitively best Authorities in the Tanzanian water sector supplying clean and safe water and efficient sanitation services for the residents of Mwanza City, its suburbs and other areas of jurisdiction. The Authority is hereby inviting applications from suitably qualified and experienced, dynamic and motivated Tanzanians to fill the understated vacancy that currently exist in the Authority.

1. SENIOR CIVIL ENGINEER (1 POST)

Appointing Authority:          Appointment Committee of the Board of Directors
Employment Terms: Contract of Unspecified Period of Time
Responsible To:                     Assistant Manager – Infrastructure Development
Subordinates:                        Civil Engineers and Civil Technicians
Salary Scale:                          MWAUWASA’s Salary Scale of MAS 10

Required minimum qualifications:
·      Degree in Engineering (Civil, Water resources, or equivalent).
·      Registered with ERB as a Professional Engineer.
·      At least five years relevant experience in water utility operations, three of which in a consulting firm. 
·      A second degree in a relevant field is an added advantage.
·      Proven ability to use computer aided designing software
·      Age should not be above 45 years.         

Duties and responsibilities:
Employee’s duties include but not limited to the following:-
·      Advises the water source, treatment and distribution engineers on major breakdown and repair of civil works.
·      Plan and supervise surveys, design, construction of water works, buildings and drainage systems.
·      Resolves on-site problems, negotiating any conflicts that arises and reports unresolved ones to a supervisor.
·      Responds to public reactions related to water and sanitation/sewerage projects.
·      Co-ordinates preparation and compilation of annual inspection, service and maintenance plan of civil works and supervises its implementation.
·      Participates in the process of policy formulation.
·      Evaluates and reviews plans for civil extension works.
·      Develops methods used in the prevention, control, or remediation of environmental hazards.
·      Participates in the preparation of annual budget particularly in matters of a civil works nature.
·      Can be appointed into a project implementation or management unit.
·      Reviews reports and documentations on project activities and data and keeps custody of the same.
·      Participates in water and sanitation projects formulation process.
·      Reviews rules and regulations and ensure its compliance by civil engineering staff.
·      Helps in training and/or monitoring of Graduate Civil/ Environmental Engineers for the registration with the Engineers’ Registration Board.
·      Ensure preparation of development and training programme for staff in his/her sections.

·      Performs any other duties as may be assigned by his/her supervisors.

2. CIVIL ENGINEER III/II (1 POST)

Duties and responsibilities:
Employee’s duties include but not limited to the following:-
·      Create solutions to complex technical problems in a variety of industries.
·      Creates, modifies, and tests products and processes.
·      Assists in formulation of works.
·      Organizes, supervises and monitors all service, inspections, maintenance and repair work of civil structure, water and sewerage networks. 
·      Supervises land surveying.
·      Utilize computer-aided design and drafting equipment during design phase.
·      Supervises new water and sewerage projects.
·      Prepares technical specifications and bills of quantity
·      Prepares or reviews project blueprints and specifications to determine the size of a structure or system and the quantity of materials needed.
·      Makes routine inspections of works and work sites to ensure compliance to design standards specifications.
·      Assists in developing methods used in the prevention, control, or remediation of environmental hazards.
·      Can be assigned to work in the GIS unit digitizing water and sewerage network.
·      Oversees workshops.
·      Evaluates results to ensure structures are suitable for occupancy.
·      Prepare reports, documents project activities and  recording of data.
·      Performs any other duties as may be assigned by his/her supervisors.

3. ELECTRO MECHANICAL ENGINEER  III/II/ (1 POST)

Subordinates:                        Technicians, Artisans.

Required minimum qualifications:
·     Degree in Electromechanical Engineering or degree in Electrical/Mechanical engineering.
·     Registered with ERB as a Graduate Engineer
·     At least five years relevant experience
·     Age should not be above 45 years.         

Duties and responsibilities:
·       Designing and implementing cost-effective equipment modifications to help improve safety and reliability
·       developing a project specification with colleagues, often including those from other engineering disciplines
·       developing, testing and evaluating theoretical designs
·       reads blueprints and other design documents to aid in mechanical assembly; designing, testing and manufacturing electronically controlled mechanical systems; fabricating metal housings, fittings and various other metal machine parts; calibrating hydraulic systems and mounting electronic parts.
·       Responsible for monitoring, maintaining, troubleshooting and repairing plants parts and systems.
·       Use excellent analytical skills and expertise with computer technology and mechanical processes to perform duties.
·       Produce written reports detailing the results of your work.
·       Ensure to complete installation needs as stated by management.
·      Design and develop products and systems like cables, connectors and penetrators.
·      Prepare guidelines and procedures to plants maintenance as per specifications and schedules using safest and cost effective processes.
·      Research and evaluate data for customer design proposal, parameters and manuals to identify design and application feasibility.
·      Develop and maintain relations with other departments for optimum product development focusing toward product standardization.
·      Direct and coordinate installation of fabrication activities to ensure systems and products comply with electro-mechanical engineering design along with customer specifications.
·      Review and approve electro-mechanical engineering designs before manufacture to ensure design review conformance and repetitive errors elimination.
·      Provide technical assistance to clients and company’s representatives.
·      Interact with other engineers to utilize engineering data for defining and developing design concepts to attain client requirements.
·      Develop preliminary, final as well as working layouts related to electro-mechanical engineering.
 Estimate engineering time and complete dimensional studies of projects.
Perform calculations, qualify, analyze and test units.

4. MANAGEMENT INFORMATION SYSTEM OFFICER  III (1 POST)

Required minimum qualifications:
·      Bachelor of Science in Information Technology or equivalent
·      At least three years’ relevant experience in ICT operations. .
·      He/She must be conversant with  SAGE Pastel Evolution (ERP &CRM) and Human Resource Management systems
·      Age should not be above 35 years.
    
Duties and responsibilities
Employees duties include but not limited to the following: -
·      Install new software and hardware.
·      Secure, security code and ensure the safe set up of new equipment.
·      Set up equipment such as laptops, data projectors, interactive whiteboards, sound systems and other specialist ICT equipment, ensuring that systems are ready for use and operating correctly.  
·      Deliver hardware and resources to work areas as required.
·      Assist in creating a structured approach to rolling out new hardware or software, including procurement, testing and assessing the needs of user training.
·      Perform basic diagnostic routines.
·      Work to and give guidance to others on the ICT acceptable use policy.
·      Perform checks to ensure that broadband connectivity is maintained.
·      Develop a maintenance schedule for all computer hardware, software and networks, and ensure that it is followed.
·      Manage the structure of the Authority intranet and internal systems and contribute to their development of other e‐ solutions.
·      Support the implementation of MIS solutions as required.
·      Detect, diagnose and resolve most PC, printer and peripheral device faults.
·      Maintain electronic mail accounts and implement where appropriate.
·      Identify software, hardware and working practices required to fulfil the functional specification as defined by management.
·      Assist in planning and implementing changes to elements of the ICT service as required. Ensure routine safety checks, including electrical tests, are carried out and appropriate records maintained.
·      Ensure the safe disposal of obsolete equipment, used consumables and waste materials in line with recognized procedures and legal requirements.
·      Maintain an up‐to‐date inventory of ICT software and licenses in the Authority.
·      Provide management information as required. To actively promote the equalities and diversity agenda in the workplace and in service delivery. 
·      To improve one’s own practice through training observation, discussion with colleagues and performance management.
·      To keep abreast of current hardware and software developments and provide advice on the best product for a given task.

5. ENVIRONMENTAL ENGINEER III/II (1 POST)

Subordinates:                        Sanitation Technicians and Artisan.

Required minimum qualifications:
·      Registered with ERB as a graduate Engineer.
·      At least three years relevant experience in sanitation/water utility operations,
·      Proven ability to use computer aided designing software
·      Age should not be above 45 years.           

Duties and responsibilities
·      Employees duties include but not limited to the following: -
·  Ensures and organizes proper maintenance of sewerage works and drainage systems and equipment.
·      Ensures proper treatment of wastewater.
·      Prepares maintenance plans.
·      Collects pumping data and submits periodical reports to Head of Sanitation Operations.
·      Conducts periodical and regular inspection of the area of his/her jurisdiction.
·      Guides technical staff and professional staff deployed in his/her jurisdiction.
·      Develops simpler and easier ways of maintenance.
·      Initiates better working methods.
·      Ensures compliance with the maintenance rules and regulations.
·      Plans flood control and other emergencies, reviews performance of sewerage works.
·      Prepares specifications, estimates cost and tests materials.
·      Collects, keeps and updates technical data.
·      Assists in surveying, designing and developing detailed drawings and maintenance of sewerage works such as, sewers, pumping stations, treatment plant/ponds, inspection chambers and all other structures constructed in sewerage system.  Measuring wastewater discharge and effluents.
·      Assists in preparation of specifications and estimates of designed projects as well as collection of data of sewerage systems.
·      Assists in conducting tests of materials, project evaluation, review and work-
·      studies of sewerage systems.
·      Assists in supervision of construction of sewerage system projects.
·      Performs any other duties that may be assigned by his/her supervisor.

6. INTERNAL AUDITOR (1 POST)

Required minimum qualifications:
·      Bachelor degree in Commerce/Accounting/Finance & Management.
·      Registered with NBAA as a Professional Auditor.
·      At least three to five years relevant experience in a reputable organisation. 
·      Proven ability to use computer aided designing software
·      Age should not be above 45 years.         

Duties and responsibilities:
·      Scrutinizes and checks the validity of the made payments, receipts and related documents.
·      Assists in preparing a periodic audit plan to ensure that audit staff is engaged at all the time and all audit aspects are covered.
·      Checks feasibility and working accounting system and advises accordingly.
·      Checks on procurement and supplies procedures and report loopholes and suggest remedy.
·      Advises the Management on implementations of various MWAUWASA policies after checking its suitability, legality and updateness
·      Advises proper implementation of stock-taking exercise which is the core function of supplies section.
·      Conduct internal control evaluation and risk assessment to identify loopholes and areas requiring management intervention to prevent frauds, embezzlements, misappropriations, misuse and wastage and ensuring that objectives of the organization are achieved economically, efficiently and effectively.
·      Assists in preparing an annual internal audit plan based on risk assessment including tasks,                                 assignments and timelines for completion for each task and main activities, and        reporting results of audit.
·      Carry out the internal audit function which fulfils the responsibility of the section, scheduling and assigning work and estimating resource needs.
·      Review the reliability and integrity of financial information and the means used to identify measure, classify and report such information.
·      Review the means of safeguarding assets and, as appropriate, verify the existence of such assets.
·       Review operations and programs to ascertain whether results are consistent with established objectives and goals and whether the operations or programs are being carried out as planned.
·      Assist in the implementation of recommendations from internal and external audit.
·      Evaluate any plans or actions taken to correct reported conditions for satisfactory disposition of audit findings. If the corrective action is considered unsatisfactory, holds further discussions to achieve acceptable disposition.
·      Assists in coordinating coverage with the external auditors and ensure that each party is not only aware of the other's work but also well briefed on areas of concern.
·      Make recommendations on the systems and procedures being reviewed, report on the findings and recommendations and monitor management's response and implementation.
·      Carries out any special duty that may be assigned by the Managing Director or the Board of Directors.

7. MECHANICAL ARTISAN – FABRICATION & WELDING II/I (1 POST)

·      Trade Test Grade I/II of fabrication & welding from recognized Institution,
·      Age should not be above 35 years.
·      3 years experience in fabrication & welding from reputable organizations
Duties and responsibilities:
Employees duties includes but not limited to the following:-
·      Performs all metal fabrication and welding activities under supervision of senior staff.
·      Solve welding problems in water pumps, water network and sewerage network.
·      Clean tools, equipment and workshop as directed.
·      Works in apprenticeship capacity.
·      Performs specified trade tasks.
·      Performs any other work related duties as may be given by his supervisor.

8. OFFICE ASSISTANT (3 POST)

Duties and Responsibilities:
Employees duties include but not limited to the following:-
·         Ensure office  is kept clean
·         Carry out registry activities properly, effectively and efficiently
·         Save in relevant meetings effectively and efficiently
·         Arranges all items in assigned offices in a good order after every cleaning
·         Clean items in assigned offices/rooms and adjacent corridors daily
·         Cleans all kitchenware used in serving tea in offices immediately after use.
·         Prepare hot water for tea/coffee for relevant staff as directed.
·         Performs any other duties as may be assigned by his/her supervisor.
·         Facilitate timely movement of files from registry and officers.

9. PUMP OPERATOR III (10 POST)

Required minimum qualifications:

·      Trade Test in Electrical Installation/Plumbing & Pipe Fittings
·      computer literate,
·      at least 2 years working experience from reputable Organization.
·      Age limit is 35 years.
·      Possession of Pump Mechanics certificate is an added advantage.

Duties and responsibilities
Employees duties include but not limited to the following:-
·      Operates water or sewerage pumps.
·      Assists electrical/mechanical artisan during repair/service of pumps at the station.
·      Cleans tools, equipment plants and pump and pump house including surrounding areas.
·      Assists in security matters of the pumping station and installations.
·      Assists in keeping data or records of pumping hours and pump defects.
·      Performs any other duties that may be assigned by his/her supervisor.

10. WATER LABORATORY ARTISAN III (4 POST)

·      At least 2 years working experience from reputable Organization.
·      Age limit is 35 years.

Duties and responsibilities
Employees duties include but not limited to the following: -
·      Assists laboratory technician to perform lab tests according to prescribed standards to determine chemical and physical characteristics or composition of liquid or gaseous materials and substances for the purpose as quality control process product development or determining conformity to specifications.
·      Assists to conduct physical tests on samples of raw materials and control quality of materials.
·      Assists in performing specified routine lab tasks requiring knowledge and skills with precision and under supervision.
·      Sets up and adjusts laboratory apparatus.
·      Ensure proper dosing at water reservoirs.
·      Performs proper sampling.
·      Performs any other duties that may be assigned by his/her supervisor.

11. MOTOR VEHICLE  MECHANICS (2 POST)

Required minimum qualifications:
·      Possession of Certificate of secondary education (Form IV) or advanced certificate of secondary education (Form VI).
·      Possession of trade test I/II/III in MV mechanics from NIT
·      Possession of a motor vehicle Driving License with at least Classes D and E.
·      Experience in motor vehicle mechanics and a course in industrial driving
·      Should not be above 35 years of age.
  
Duties and responsibilities
Employees duties include but not limited to the following: -
·      Carry out minor motor vehicle and motor cycle maintenance such as fixing punctures, clean spark plugs or adjusting carburetor
·      Carry out auto-electric repair for motor vehicles and motor cycles
·      Conduct periodic motor vehicle and motor cycle service
·      Drives a vehicle when assigned
·      Keeps vehicle clean, polished and in good operating condition
·      Keeps workshop, working tools and equipment clean
·      Reports promptly mechanical problems that needs external garage service
·      Performs any other duties that may be assigned by his/her supervisor
