Job Description
PATH is an international organization that drives transformative

PATH’s Digital Health team works directly with national
governments in low and middle income countries to select, adapt and scale
appropriate Information and Communication Technology (ICT) for long term use in
their country to address health challenges. Our services span the entire
software development lifecycle from supporting analysis of digital health needs
to the deployment and long-term use of those technologies. The Digital Health
team coordinates closely with government ministries of health, the information
and communication technology sector, other global health NGOs and donors to
improve the governance, design, development, acquisition, implementation, and
sustainability of digital health technologies and approaches.
The Tanzanian Government has formulated an “Investment roadmap
in data systems and data use in the health sector”, building on the national
eHealth Strategy. The Bill and Melinda Gates Foundation expects to
support the Government by contributing funding towards a portion of this
roadmap through a five-year project coordinated by PATH known as DUP2.
The DUP II project consists of three packages of work:

Working with the Government to put in place and support
effective governance and coordination processes for the investment roadmap as a
whole.
·
Demonstration of instituted data use practices including
thorough use of digital tools by primary care workers, facility supervisors and
health managers.
·
Supporting data consistency and exchange through enterprise
architecture, including through a health worker registry and an administrative
area registry.
PATH in Tanzania seeks to recruit a Government Secondee to
support the Government in coordination and implementation of the investment
roadmap. The Government Secondee will be placed at the President’s Office
Regional Administration and Local Government (PORALG). He/she will be based in
Dodoma.
Specific duties and responsibilities:
Supporting the Government in governance and coordination of the
Investment Roadmap;

Working with the Government to mobilize and coordinate funding
from within the Government and from outside the Government for the investment
roadmap.
·
Working with the Government to track and coordinate the various
roles, work-plans and work progress of different investment roadmap partners.
·
Working with Government to develop, populate and manage a
knowledge management and digital systems inventory platform.
·
Assisting the Government to prepare for and to clearly document
stakeholder meetings and consultations, internal and external presentations and
working group or committee meetings.
·
Identifying issues or risks which will inhibit successful
implementation of the investment roadmap and suggesting mitigation factors.
·
Facilitating close cooperation between the different units and
departments of MOHCDGEC, PORALG and other Government institutions on the
investment roadmap.
·
Facilitating close cooperation between Government and PATH staff
on the design project interventions, execution of the project and achievement
of project milestones.
·
Support Government in a sustainable way to improving governance
and coordination of the investment roadmap.
Supporting the Government technically in execution of the
investment roadmap;
In collaboration with other PATH technical staff:
·
Providing technical support and capacity building to the
Government in instituting data use practices as part of decision making
processes.
·
Providing technical support and capacity building to the
Government in gathering and documenting requirements for digital applications.
·
Providing technical support and capacity building to the
Government in software project management and managing and tracking the
progress of external software developers.
·
Providing technical support to the Government in implementing an
enterprise architecture approach.
Required Experience
·
Degree in information systems, health program management,
Sociology, Health policy management or any related field.
·
Minimum of 5 years of relevant work experience.
·
Demonstrated experience in working closely and successfully with
Tanzanian Government.
·
Experience coordinating program activities with governmental,
non-governmental and private sector partners.
·
Relevant technical expertise and experience in at least two of
the following: instituting data management and use techniques, Tanzanian health
sector and systems, software project management and enterprise architecture
approaches.
·
Experience organizing and preparing for and facilitating
meetings, including preparing agendas, presentations and other workshop
materials.
·
Excellent verbal and writing communication skills in English and
Kiswahili.
·
Demonstrated ability to write clearly on technical issues for
non-technical audiences, and to write summaries of meetings in terms of key
points and outcomes.
·
Ability to collaborate with partners to provide technical
assistance.
·
Ability to build capacity of colleagues through
learning-by-doing approaches.
·
Excellent organizational skills, ability to manage several major
activities simultaneously and work in a complex environment with short
deadlines and intense pressure to perform.
Must have legal authorization to work in Tanzania.
